Oracle database 10G memory Issued

Dear All,

Recently i have switch y job and join a new company. The company running oracle 10G database 32bit on windows server 2003 R2 64 bit using oracle forms 6i and two desktop applications to access the database. The database creating a lot of problems and mostly generate the error like TNS listener related issues. Windows server could not use more than 4 GB RAM. Is it the OS related issue or database related issue. Please guide me to rectify the problem because this is my first assignment. I am think to do the following things to improve the performance.

11. Install Oracle database 10G 32 Bit on Windows server 2012 server.

2. Install oracle database 10G 64bit on Linux OS

3. Upgrade oracle database 10G 32 bit windows server to 11G 64bit on linux OS.

Please suggest which option will be more fruitful and solve my problem.
