Oracle.DataAccess.Client.OracleConnection.Open() with no ORA Number

Hi, I have a .Net Windows Service which is making Data Base call through ODP.NET.
I am getting the below error which does not have any ORA reference . Not able to figure out why this connection is not opening.

Oracle.DataAccess.Client.OracleException at Oracle.DataAccess.Client.OracleException.HandleErrorHelper
(Int32 errCode, OracleConnection conn, IntPtr opsErrCtx, OpoSqlValCtx* pOpoSqlValCtx, Object src, String procedure)
at Oracle.DataAccess.Client.OracleException.HandleError(Int32 errCode, OracleConnection conn, IntPtr opsErrCtx, Object src)
at Oracle.DataAccess.Client.OracleConnection.Open()
