"Oracle Data Provider for .NET" Performance Counter not in Windows PerfMon

I'm using Oracle.DataAccess.dll v 2.102.3.3 (so Oracle 10gR2 client).

I'm trying to make use of "Oracle Data Provider for .NET" Performance Counters in Windows PerfMon.

This page: http://download.oracle.com/docs/cd/B28359_01/win.111/e10927/featConfig.htm talks about using the PerformanceCounters Configuration Attribute. Is this available only with the Oracle 11g version of ODP.NET ... ?
