Oracle CSS stack not starting. Can it start without ASMlib or raw devices

Hello.
I installed Oracle 10g R2 on my Fedora 9 box. I didn't install ASMlib because the kernel version is not compatible. So I choose "File System" for my data storage.
The database creation was successful, but after installation, I found that I cannot start the CRS and CSS daemon.
Checking the css.log, it is complaining about cannot open some raw devices.....
I wonder if I can use CSS and CRS without ASM or raw devices. and whether I can setup RAC without CRS daemons
