Oracle connection Manager and cman.ora

We run windows xp/2 and 10.1.0.2 Personal Oracle.
I installed Oracle connection Manager in the same home,
just for tetsing.
1. I created cman.ora in orahome/network/admin directory
2. modifyed tnsnames.ora to add entry for cman listener and init.ora
3. both OracleOracleSIDPCMAdmin and OracleOracleSIDPCM services failed to start
4. when I started cmtctl and issued sturtup I got an error event that it can't find cman.ora file but it's there?
Please help. - TIA
