Oracle client installation on windows 2016 32bit

Our client is using windows 2016 and 32 bit version.
We are using MSACCESS to connect to oracle server which is 19c.
While trying to connect to oracle db(19c) we are facing issues.
FIrst of all we want to know

  1. does oracle 12.2 client can be installed on windows 2016 32 bit?
    if yes please share the link
  2. just installing odbc 32bit in the windows 2016 is enough for MS access to connect oracle db?
    Please advise
