oracle client installation

Hi,

I installed toad but to run toad I need TNS.ora files. Where should I put my TNS.ora file so that TOAD can access it.

Do I need to download Oracle client for that? If yes then from where I can download it?

I tried downloading from this link:
http://www.oracle.com/technology/software/tech/oci/instantclient/htdocs/winsoft.html

- instantclient-basic-win32-11.1.0.7.0.zip
- instantclient-sqlplus-win32-11.1.0.7.0.zip

when I try to run executable file it ask me for user name /passwd. What should I provide?
