oracle client install

Hello-

I remember we used to have .exe for installing oracle client version 11g & I think even 12cR1 on Windows ? But now I see the only option to download is for instant client.

I want to install the client for software like toad but I'm a little confused as why now it only gives the unzip option for instant client and needs Visual Studio.

Did oracle change the ways to install client on windows since 12cR2 or something ?
