Oracle client: access violation oraociei19.dll

Hi
I installed the 32bit Oracle client basic on Windows 11 and set the path-enviroment variable. But when i try to connect to a OracleDB i get this error message. Here screenshot from TOAD. The same error happens with any application trying to connect via Oracle client.
Any idea whats here going wrong?
