Oracle Client 12c 64-bit For Windows Will Not Install On Windows 10 64-bit 1703

We have been using this client successfully with Windows 10 1511 and 1607, but when we attempt to install it on 1703 Creators Update, it fails with a Java error.

We at using a silent install similar to this: setup.exe -silent -nowelcome -nowait -noconfig -responseFile \\path to rsp file.

Is there an incompatibility or workaround to make it work?
