I've just discovered today that Oracle Client 11gR2 (11.2.0.4) and Oracle 12cR2 (12.2.0.1) are not installing on Windows 10 v1703 (Creators Update with security updates up to and including Sep 2017). If installing from an admin account I get [INS-30131] Initial setup required for the execution of installer validations failed. If installing from the System account then I get: SEVERE: [FATAL] [INS-08802] Unable to instantiate the View class referred by View ID 'SummaryUI'. The installs work fine on a Windows 10 v1607 machine with Sep 2017 system updates. Nothing else has appeared to change. I've read some articles on these errors such as:
