Oracle Client 11g or 12c

Hi all,

Windows XP, 7

I want to download Oracle client 11g or 12c. But when I search google, I only see instant client.

When I download it there is no installation exe or OUI that comes with it.

Can I use this instant client to run sqlplus? or create tnsnames.ora?
