Oracle Client 10g Express Edition version 10.2.1013

I am trying to install Oracle Client 10g Express Edition version 10.2.1013 on a pc with Windows XP sp 3. It seems to install okay but the only folder that shows up on the c:drive is XEClient. There is no c:\apps folder or c:\oracle folder created. When I try to run BOXI reports, I get this error:      Exception: DBD, ORA-12154: TNS: could not resolve the connect identifier specified  -State: N/A.

I have researched errors like this and it appears that it can not find the tnsnames file so it throws this error. The tnsnames file is not on the c:drive anywhere. I am thinking there are some components that are not getting installed properly. I tried to uninstall (from the control panel) and then reboot the machine and then reinstall but still no luck. Any help would be appreciated. I am pretty new to Oracle.
