Oracle BPM 12c vacation rule is not working

Hi all,

I created a vacation rule for manager in BPM 12c and assigned a new user who will get notifications on behalf of manager but still manager is getting notification. Following is the screenshot for vacation rule. I shall be very thankful for the help.
