Oracle BPEL support for Eclipse

Will BPEL support be added to OEPE? At one point Oracle were working on the Eclipse BPEL project http://www.eclipse.org/bpel/downloads.php and there was Eclipse based tools from BAE for Aqua Logic.

At present I am not sure how you can develop a BPEL based applications for Oracle via Eclipse. All the documentation would appear to point to JDeveloper as the BPEL development tool. Is this correct?
