Oracle Apex will not install because catcon kill not found at oracle_home

I am trying to install Oracle Apex 18.1, however when trying to enter "@apexins.sql SYSAUX SYSAUX TEMP /i/" I get the following error message catcon kill not found at oracle_home. By any chance anyone knows how to go around that issue and be able to install apex successfully?
