Please, trying, for example, on apex.oracle.com.
1. Create app
2. Edit page 1
3. Create shared component -> create list (static or dynamic)
4. Change Navigation Menu -> Override User Interface Level -> Yes, then select the list from step 3
5. Go to Shared Components -> translate app -> seed and publish translated app.
You got error :
- Error publishing application(s). Verify that the translated application ID is not used by an existing application. (Row 1)
