Oracle APEX - Chinese data viewing issue

Hi All

I have managed to load the chinese data to my DB, and I am able to view them as well through SQL Developer with out any issue, but my current issue is, when I created report using Oracle Apex to view the loaded data I am seeing the inverted question(??) marks in the place of all the chinese data.

Please give your valuable inputs to solve this issue.

As well my current DB Character Set is 'WE8ISO8859P1’ and I have stored this non-english data only at columns of NVARCHAR2 data type.
