Oracle apex arabic charector showing junk

Dear Friends,

We are using application express 5.0.3.00.03 (embedded sql installation) version with 11.2.0.3.0 database

and we are using nls character set WE8ISO8859P1.In apex English data is showing correctly but Arabic data is

showing as junk for eg(ÑíÈæä).Please tell me what is the setting I am missing.

Please let me know if question is not clear.
