Oracle APEX Access Across Internet

Apex works perfectly within my own network. I've installed the server software on a Windows 2003 Server and client software on networked PCs.
However, I cant access Apex using internet access from any network external PC.

I've setup my modem/router to allow calls on port 8181 (I used this port in the Apex setup as I'm already using the default 8080 for another web app)
I've even tried turning off the firewall but that didn't help either.
Any ideas/help would be gratefully received.
