Oracle APEX 21.1 error during import work space

dears,
after upgrade from 20.2 i export work space
in another environment that is clean install of 21.1 i try to import the exported work space this error raised
Execution of the statement was unsuccessful. ORA-01400: cannot insert NULL into ("APEX_210100"."WWV_FLOW_SW_RESULTS"."SECURITY_GROUP_ID")
