Oracle and WebDB installation

I installed 8i on Win2k and I was able to log into the sample database with no problems.
When I then tried to install WebDB and link to this database, I got the following error:

The test did not succeed.
ORA-12224: TNS:no listener
There may be an error in the fields entered or the server may not be ready for a connection.
You can check the server and retry, or continue.

I can no longer log onto the sample database and the log error in the Event Viewer says:

The OracleOraHome81TNSListener service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.

I have since rebooted and checked Services. The OraHome81TNSListener is running automatically.
Can anyone shed any light on this?
