Oracle Active data guard step by step configuration

HI,

I want understand the step by step resolution for below issue.

I have one RAC with 5 instances PRD database. I want to create 5 instances Physical stand by database with Oracle active data gurad. My new stand by database is empty. First i have to copy all PRD data to stand by database and hence onwards primary database should copy data to stand by database each time ddl/dml is executed.

Also license wise is there any price difference between Data Guard and Active Data Guard.
