Oracle 9i, statspack

Hi:
I am trying to install statspack and get reports. I have followed instructions posted and no errors in any .lis file. Perfstat tablespace (500m) and all tables are created. When i do the following got error:

conn perfstat/perfstat
execture statspack.snap;
ERROR at line 1:
ORA-06550: line1, column 7:
PLS-00201: identifier 'STATSPACK.SNAP' must be decleared.
...

I have been searching web and no luck for fix. Would you please help me?
