oracle 9i setup for dbms_jobs

Hi,
I am using TOAD and created a job to run on oracle 9i, I can run it manually from TOAD, but it doesn't run by the schedule I set, for example, every 10 mins.
Do I need to modify init.ora to enable schdulling or something like that in oracle 9i? If so, what's need to be done?
