Oracle 9i Release 9.2.0.1.0

I have Release 9i database relase 2 (9.2.0.1.0) with developer suite 10g ..I have problems with the multiple sessions from FORMS as on single user it works fine but whenever more then 1 user establishes a session thru FORMS on operation s like INSERT,DELETE OR QUERY it hangs...

so is it any settings which i can do to solve this or what? i am in a very embarrassing state...plz help.
