Oracle 9i RAC

Oracle claims that from a functional perspective, Oracle9i Real Application Clusters is equivalent to a single-instance database. I understand that it means exactly that. In a cluster of several servers, multiple Oracle 9i databases on the servers are seen by the system as a single instance if RAC is deployed. Hence, in the case of high-availability application, any server failover is quickly covered by the surviving servers. Does this applies to any OS that RAC can be deployed upon? An Oracle/Compaq Account Manager told me that currently, RAC has to be deployed in conjunction with TruCluster technology on True64 Unix from Compaq, can this feature works(multiple Oracle databases are present to the system as a single instance). I do not believe him. Can anyone confirm that? Thanks in advance.
