Oracle 9i on Red Hat 9.0 or Mandrake 9.1

1) Does anyone know if 9i will work with the new Red Hat 9.0 distribution? I have seen some reports that RH9.0 may introduce binary compatibility issues.
2) Along the same lines, will 9i work with Mandrake 9.1?
3) Can anyone suggest a few good Open Source Oracle development tools? I am interested in a TOAD/SQLNavigator 'ish tool and an ERWin'ish tool. Right now, I am using the Draw application from OpenOffice.org. It is ok, but I am looking for a more features. DIA was ok, but had too many constraints. TORA seems ok, but frequently crashes when connecting to the database.
I am using Eclipse as my Java development tool (was using JDeveloper), any plug-in suggestions would be appreciated as well.
This is a learning/Proof of Concept project for me. My goal is to put together a complete non-Windows environment using what I call JOLA (Java Oracle Linux Apache). I am limited to the number of machines I can use, thus wish to take advantage of the desktop enhancements found in the newer Linux distributions. BTW: Oracle 9i seems works GREAT on Red Hat 8.0.
(Yes, I am fairly new to Linux and Oracle...and am a MCSD convert :) )
