Oracle 8i - Unable to Login

Hello,

Please don't shoot the worker bee, but I found out yesterday that the developers have a Oracle 8i legacy database on Windows Server 2003.  I'm unable to login to the database as I receive the following error:

sqlplus "/ as sysdba"

ERROR:

ORA-12560: TNS:protocol adapter error

I've tried by setting the ORACLE_HOME and ORACLE_SID in the command prompt.  The database services for the database and listener are started in Windows Services.

Any ideas?  Please let me know if anymore information is necessary.
