ORACLE 23c developer: SQL developer web works, SQLcl works in VM, but not host SQL developer version 23.1

No changes to 23c developer VM, running under VB 7.0.6. Port forwarding for VM at defaults (1521:1521, etc).

SQLcl working fine with CDB and PDB inside the VM at the command line.

SD web working fine from host:

But can't get desktop SQL Developer 23.1 to connect to CDB or PDB in VM:

What am I missing or didn't configure correctly. Thanks.
