Oracle 21c XE installation hangs at 33%

Hello,
I'm trying to install Oracle but installation constantly hangs at 33% of "Configuring Oracle Components" and don't go any further for hours. Before installation I removed all keys from regedit, Oracle directories, system variables and user groups.

System - Windows 10 Pro
NetBios - enabled
Host name length - 14
MS VC++ 2015-2019 - installed
System account - local with admin privileges
