Oracle 19c SE2: DBA_REGISTRY Shows Spatial status as "OPTION OFF"

So Spatial is now free with all Oracle Database Editions including 19c SE2. However, a query of DBA_REGISTRY after a default install of 19c SE2 shows status of Spatial as "OPTION OFF"?

How does one go about "enabling" Spatial so that it shows as Status VALID instead of Status OPTION OFF?

SQL> SELECT COMP_NAME, COMP_ID, STATUS, VERSION  FROM DBA_REGISTRY ORDER BY STATUS;

  COMP_NAME                 COMP_ID                        STATUS               VERSION

  --------------------------- ------------------------------ -------------------- ---------------

   ...

  Spatial                             SDO                            OPTION OFF           19.0.0.0.0

  ...
