Oracle 19c Calling Rest Service causing: ORA-29268: HTTP client error 403 - Tunnel or SSL Forbidden

Platform: Oracle Database 19c Enterprise Edition Release 19.0.0.0.0 (A pleasure to have moved to Oracle 19c). Oracle Linux 8.2
Hello Experts, As always, my admiration for your time and expertise. We have a Rest Service working for a while when our Oracle was on WINDOWS Server. We moved Oracle Linux 8.2 and at Instance load the Rest service works once. Then starts showing the following error.
ORA-29273: HTTP request failed
ORA-06512: at "TESTPROD.FETCH_GEOADDRESS_DATA", line
ORA-29268: HTTP client error 403 - Tunnel or SSL Forbidden
ORA-06512: at "SYS.UTL_HTTP", line 380
ORA-06512: at "SYS.UTL_HTTP", line 1148
We already created the Wallet under /sourcef1/app/oracle/product/19c/oraclehome/owm/ourwalletfolder
But the surprise is, it works once and continues to fail. Kindly suggest a direction as what could be the cause. Since this was a working module all along on the Windows Server.
