I recently installed oracle 18c on my laptop, but when I tried to connect on sql plus i receive a tns adapter error. I checked and found out not only is my oracleservice.exe not running, but it did not install in the first place. Is there any way I can fix this?
This is the error I get:

ORA-12560: TNS:protocol adapter error
In regards to the oracle.exe, I look in my services and I don't see my oracleservicexe in there at all, only my recovery service and tnslistener are showing. Im running this on windows 10 education in my administrator account. Help as soon as possible is very appreciated.
