Oracle 12c service error on the workstation using DLP,DRM

when i reboot workstaion Oracle Listener service is online but our program is can not read listener and with ORA-12514 Erorr message
( The first operation of the program uses the Oracle listener)
When you restart the Oracle listener, the program runs normally.
Is the DLP or DRM program managing Oracle services while using Oracle 12c?

lenovo p-520
OS: window 10
