Oracle 12c: qm02 process spinning

On a pretty standard 12.1.0.1.0 db, I occasionally see qm02 process spinning with wait event AQ Background Master: slave start. It takes almost a whole cpu (as in fancy OEM graphs). In the qm02 trace file all I see is kwsbsmStSlv: no response from slave: flag 1 repeated every 15 seconds.

I tried my google-fu on the wait event and for message in trace, couldn't find anything useful, and MOS is also empty. I even followed qmnc troubleshooting steps, but nothing in trace file.

Anyone know what this is ? and how to fix it?
