Hello,
We've recently upgraded our DB from Oracle 11.2.0.4g to Oracle 12c.
Upon attempting to apply the January 2016 CPU, we get the error in the description.
Running on Windows Server 2012 R2, the database was installed by us and same for the upgrade to Oracle 12c.
Full message:

OPatch cannot find a valid oraInst.loc file to locate Central Inventory.
OPatch failed with error code = 104
I investigated this error and found a workaround involving copying the 'oraInst.loc', but I cannot the find the file anywhere in the Oracle directory.
Please note that prior to upgrading., the Oracle 11g version had all Opatchs applied.
How can we resolve this?
