Oracle 12c Forms & reports - RCU.BAT

Dear Friends
We are trying to install Oracle 12c Forms and reports on Windows 2016 server. When trying to install RCU.BAT system gets hang, we tryed no of times even done fresh installation still the same issue. we are install forms fmw_12.2.1.4.0_fr_win64. Can you suggest how to resolve this issue.
