oracle 12c clarification while creating pluggable database

I have installed 12.2.0.1.0 few months back for some learning purpose, but then didnt use it for a while. I was trying to create new pluggable database and i was getting error message as below,

The instance cdb1 is not running on local node.

The selected database is not a container database.

I have configured the ORACLE_SID as orcl, database created was orcl with global database name as well. Listener is also running. But i am not sure from where dbca is taking cdb1 into consideration as local database. I am very new to oracle 12c architecture. Could someone please help me here ?
