I need your assistance to get the conflict resolution patch for 26713565. Then tried with Oracle patch conflict checker tool using the development OPatch inventory and check whether the selected patches conflict with those already applied to our environment. In the screenshot below look the analysis result which shows there is no conflict free patches available to download . As next step, thru My Oracle Support portal I requested for merge patch but that also didn’t work that throws message to contact oracle support directly.
Is there any other process to request resolution patch from Oracle to apply in our environment ?
Are there any workaround to make this patch update to resolve the conflict ?
What I am trying is to update the patch#26713565 in the server but the pre-requisites check failed with conflict summary excerpt below from log :

This is regarding the particular PSU#26713565 pre-requisites check failed in the server. In about note you can find the summary of conflict with this patch. Interim I have also checked Oracle support portal to find alternate merge patch to resolve this conflict but it looks not readily available. I tried to request patch for resolution but it throws error message that I cannot download any patches for this now. Need some help to get the Oct2017 PSU update and any thoughts to resolve the conflict.
Product details just oracle home with no grid home.
