oracle 11gR2 installation error on windows 32 bit

I am are facing strange problem in our windows server 32 bit while installing oracle software 11gR2. When I run the setup.exe I get the following error.

Not able to paste the error window but here are the contents:

***The Java RunTime Environment was not found at bin\javaw.exe. hence, the oracle Universall Installer cannot be run. Please visit http://javasoft.com and install JRE version 1.2.1 or higher and try again.***

We even set the environment variables of java, jdk, jre but still no success in the PATH variable. This has been never encountered before as oracle installs its own java components.

Hoping someone could give lead on this.
