Oracle 11g WCC custom components will not activate

I have a Oracle 11 WCC custom component that will not activate.

This is a development server and I was figuring it was a vendor issue since the component will not activate no matter how often I restarted the WCC server.

Just to rule out WCC, I went ahead and created a blank component, enabled it and restarted WCC. I get the same exact message of "Needs restart to activate"

What should I look for in WCC to solve this problem?
