Oracle 11g Rel 2 - Perl.exe faulting

I recently installed Orcale11g Rel 2 on my windows xp (SP3) computer.
Everything apparently went fine during the installation and database creation, but once the instance and database control started successfully I began to have pop-up saying "Per.exe encountered a problem and needs to be closed", in the event viewer I found these type of errors:

To give you a complete picture:
- the computer belongs to a domain
- I installed oracle as local Administrator
- the global database name is something like orcl.domain.it and I guess database control was configured accordingly
- the error seems happening only if I log onto the computer using local Administrator account, while if I log-on with my domain account the error does not occur at least so far (my domain account is anyway administrator of the computer but I read somewhere that was better to install everything as local Administrator)
I understood that perl is used by Enterprise Manager (Database Control).
This is really annoying me and I would like to understand why it happens.
