Oracle 11g R2 installation on Windows Issue

I am installing Oracle 11G R2 database on Windows Server 2008 VM on ESX Platform.
During installation, when installation nearly completes and installation tries to configure database , I get following error "Listener is not up or database service is not registered with it. Start the Listener and register database service and run EM Configuration Assistant".
I did this installation 3-4 times by recreating whole VM again from scratch and can not find out what problem it is.
I unzipped both zip files for setup in same folder and then ran setup.exe.
I have attached emConfig.txt file dumped after unsuccessful setup.
Can anybody please help me for identifying cause of failure?
