At first it wouldn't upload to the web at all: couldn't find http://127.0.0.%HTTPPORT%apex....changed the url in properties to 8080, will open browser but still wont upload site.
127.0.0.1 refused to connect:.....I am a bit lost now.
located in programs>oracle 11g folder and set either, RUN SQL Command Line as ADmin and tried with START Database too.
went to services, to run oraclexe, only have 3 OracleMTSRecoveryService - OracleXEClrAgent- OracleXETNSListener.
tried running in different ways..Still wont load page
Comandline runs fine.
What have i done wrong, shall i delete and reinstall?
Sql Developer runs fine.
