Oracle 11g. EM not working properly - Application express not availabe

Hello.

I have Oracle 11g 11.1.0.6.0 installed which is downloaded from Oracle site in Win XP machine. I am able to work with SQL*plus. But Enterprise Manager is not working properly. I am able login in EM. The database name is reflected. But if I select menu items Database or Schema, it shows "Internal Error Occured. Check the log files". I could not trace the log files.
I checked Windows Services and found that OracleDBconsole<SID> service is not started. When I try to start this service, it is getting failed.

Any help ?

Also, the Application Express is not included in the downloaded file for Oracle 11g database.

Is it possible to reinstall with latest download in the same machine?

Please help.
