Oracle 11g comaptibilty with Visual Studio 2003 on windows 8

Is there still a version of a Client that is compatible with Oracle 9i that will work with Visual Studio 2003 and i am using windows 2008(64 bit)?

when i try to install oracle 9i client nothing happens, I think this is because of compatibility.
