Oracle 10g XE successful installation - failure to connect

Hi all,
I am trying my darndest to install 10g XE on a Windows XP Pro machine for testing purposes. It's a pretty vanilla setup. The installer runs to completion, and I see that the relevant services have started. Additionally oracle.exe process is also running. However, the web interface will not connect nor will the jdbc connection. If I try to manual 'start the database' using the batch file, it says the services are already running. Any ideas?
