Oracle 10g xe installation problem error 1608

I get error 1608: Unable to create InstallDriver instance.Return code 2147221021 while trying to install xe.
This comes during the extraction of iss11.msi even before the oracle installation has started..Initially I thought the error was because of windows installer and Installdriver table manager services since I had stopped them. I started them and then tried again.
No change

What is the cause of this error and how can I rectify it?
Is it because I installed xe earlier to another system using this same setup file?
Is it restricted by a install only once license?

specs:
Windows xp pro sp2
HW reqts-met
Installshield 11-ok
no exceptional lang settings
