Mittelschweres Problem

Hab gestern Oracle bei mir auf den Rechner erstmals installiert.
System Windows XP Home SP2

Hab dann aber keine Zugriff bekommen, auch nicht als ich per Hand
127.0.0.1:8080/apex eingegeben habe.
An was könnte es liegen? Hab auch keinen Zugriff auf das Forum bekommen.
